摘要
當前，衡水市正在進行綜合配套改革試驗，正處于經濟結構轉變的關鍵時期，迫切需要一支結構合理、素質優良、數量充足的技能型人才隊伍。這就給該市中等職業學校提出了新的任務。
本文借助PEST分析法，對衡水市中等職業教育發展所面臨的政策環境、經濟環境、社會環境和技術環境進行了宏觀分析，找出了衡水市中等教育發展所面臨的優勢、劣勢、機會和威脅，明確了衡水市中等職業教育發展的宏觀環境和發展現狀。
最后，文章應用SWOT戰略矩陣提出了符合衡水市實際的中等職業教育發展戰略。從SWOT戰略矩陣來看，京津冀協同發展和綜合配套改革試驗工作的開展為衡水市中等職業教育營造了良好的外部環境，為衡水市中等職業教育實現跨越式發展提供了契機。但是，衡水市中等職業教育發展基礎相對薄弱，不利于抓住機遇。
因此，建議衡水市政府堅持三個面向（面向衡水、面向冀中南、面向京津冀）、三個特色（農科教結合，政、行、企、校結合，技、職、成結合）、三大支撐（政府主導、企業參與、校校聯合），實施基礎能力提升戰略、協作創新戰略、內涵發展戰略、強農富農戰略等四大戰略，大力營造崇尚技能的社會氛圍，建立政、行、企、校多方參與的合作機制，加強職業教育結構調控，充分發揮國家級示范校的輻射帶動作用，加強職業院校文化品牌建設和基礎能力建設，不斷豐富職業教育辦學模式，不斷優化職業教育專業結構，努力深化辦學體制改革，并不斷拓寬融資渠道，增加經費投入，確保職業教育經費充足、實訓基地充足、優質師資充足，從而實現學生技能水平，更好地服務于區域經濟發展，并最終實現區域經濟與職業教育的雙豐收。

Abstract
At present, Hengshui is a comprehensive reform pilot, is in a critical period of transitionof economic structure, the urgent need for a reasonable structure, excellent quality, a sufficientnumber of skilled personnel. Put forward a new task for the medium occupation schools in thecity.
In this paper, by using the PEST analysis, in the face of medium occupation educationdevelopment in Hengshui, the policy environment, economic environment, socialenvironment and technical environment has carried on the macroscopic analysis, find out thedevelopment of secondary education in Hengshui facing the advantages and disadvantages,opportunities and threats of the macro environment, the medium occupation educationdevelopment in Hengshui and its development.
Finally, the application of strategic matrix SWOT put forward the strategy ofdevelopment of secondary occupation education in line with the actual situation of Hengshui.From the SWOT strategy matrix, to carry out the experimental work of Beijing Tianjin Hebeicollaborative development and comprehensive reform to create a good external environmentfor the secondary occupation education in Hengshui, and provides an opportunity for theleaping development of secondary occupation education in Hengshui. However, the basicmedium occupation education development in Hengshui is relatively weak, is not conduciveto seize the opportunity.
Therefore, we recommend Hengshui government adhere to the three-oriented （forHengshui, facing south center, facing Beijing, Tianjin）， three features （Agri, government,transportation, corporate, school integration skills, vocational, to combine）， three largesupport （government-led, enterprise participation and school union school）， the ability toenhance the strategic basis for the implementation, four strategic collaborative innovationstrategy, content development strategy, strong agricultural kulak strategy, vigorouslyadvocating skills to create a social atmosphere, the political establishment, the line, enterprisecooperation mechanisms, multi-school participation, strengthening vocational educationstructure regulation, give full play to the leading role of a national demonstration school,strengthening vocational college cultural brand building and infrastructure capacity building, and constantly enrich vocational education mode, constantly optimize Vocational Educationstructure, efforts to deepen educational reform, and continue to broaden the financingchannels, increase funding to ensure adequate funding for vocational education, adequatetraining base, adequate quality of teachers, in order to achieve the skill level of the students, tobetter serve the regional economic development, and ultimately regional economic andvocational education double harvest.

摘要
當前，衡水市正在進行綜合配套改革試驗，正處于經濟結構轉變的關鍵時期，迫切需要一支結構合理、素質優良、數量充足的技能型人才隊伍。這就給該市中等職業學校提出了新的任務。
本文借助PEST分析法，對衡水市中等職業教育發展所面臨的政策環境、經濟環境、社會環境和技術環境進行了宏觀分析，找出了衡水市中等教育發展所面臨的優勢、劣勢、機會和威脅，明確了衡水市中等職業教育發展的宏觀環境和發展現狀。
最后，文章應用SWOT戰略矩陣提出了符合衡水市實際的中等職業教育發展戰略。從SWOT戰略矩陣來看，京津冀協同發展和綜合配套改革試驗工作的開展為衡水市中等職業教育營造了良好的外部環境，為衡水市中等職業教育實現跨越式發展提供了契機。但是，衡水市中等職業教育發展基礎相對薄弱，不利于抓住機遇。

Abstract
