摘 要
進入 21 世紀,全球化、信息化所帶來的巨大變革正席卷全球,傳統的一切都受到了前所未有的挑戰。對于我國這樣一個發展中大國來說,這一挑戰在提供機遇之外,更意味著非常嚴峻的現實:任何一個組織隨時隨地都會面臨著改革變化的需要,并且要對這些需要作出迅速而有效的反應。在行政管理領域,這種變化主要表現為公眾對行政組織要求的不斷增加,行政組織職能和行政組織范式需要不斷改革完善才有可能滿足需要。在這種情況下,自公共管理學說引入國內后,學術界給予了極大的關注,以期這一新興概念能夠解決我國行政組織的“著陸”問題,由此,新公共管理研究方興未艾。不可否認,這種集中于行政組織在經濟社會發展中的角色以及其與社會、企業、產權等相互關系的研究,對于推動行政組織轉型和市場經濟發展具有重要作用。但在一過程中,人們卻往往忽視了行政組織的自我管理,忽視了對其內部管理制度的研究,也正是這一缺位導致了目前行政組織自身出現的許多難以克服的頑疾。
本文采取了規范研究與實證研究、宏觀研究與微觀研究、歷史分析與結構分析有機統一的研究方法,通過對行政組織進行多層次、靜態和動態相結合的考察研究,分析了我國行政組織改革的歷程與困境,圍繞“行政組織內部和諧管理”這一主題,以我國行政組織內部和諧管理的制度創新為研究對象,以構建一個優化、有序、和諧的行政組織系統為研究目的,在構建和諧政府的背景下,針對行政組織內部管理,尤其是內部管理制度中現存的問題與弊端,以和諧管理理論、制度理論為分析工具,明確我國行政組織內部管理改革的制度創新途徑。
本文在充分理解和諧與和諧管理思想的基礎上,詳細闡釋了行政組織內部和諧管理的內涵,對其要素和作用機理進行了深入分析。指出行政組織內部和諧管理要素中的制度和諧貫穿于行政組織內部和諧管理的始終,是其靈魂和主線。追求行政組織內部的和諧管理,根本是要實現其內部管理制度的和諧。在此基礎上,通過對和諧管理理論進行制度分析,提出了由和諧管理理論與制度理論相互借鑒糅合而產生的制度和諧理念,強調實現行政組織內部和諧管理,要以建立制度化管理體系為基本,謀求制度化與人性化、約束與激勵的平衡,既要重視和諧管理理論的“雙規則”,又要充分尊重制度和諧對行政組織內部和諧管理的理論與現實價值。作為結論,本文明確了行政組織內部和諧管理制度創新的基本內容,包括非正式制度創新、正式制度創新和實施機制創新三部分,并提出了制度創新規劃,即要實現中央制度創新與地方制度創新的統籌兼顧,重視核心制度創新與配套制度創新的協調配合,謀求自創式制度創新與借鑒式制度創新并行。最后,結合 2008 年的大部制改革,對我國行政組織內部管理改革的制度創設進行了展望。

Abstract
In the 21st century, tremendous changes brought about by the globalization andinformationization are sweeping across the world, all the traditionas are suffered fromthe unprecedented challenges.For a developing country such as China, this challengebrings us not only opportunities but also grim reality: any organization will be facedwith needs for reform and change anywhere, and these needs should be given a quickand effective response.In administrative areas, such major changes are mainlyperformed in continuous increasing requirement from public for functions of theadministrative organization,it is necessary to perfect functions and paradigms of theadministrative organizations in order to meet needs. In such circumstances, sincepublic management theory was introduced to domestic, academia has given theemerging concept great concerns with a view to solve the “landing” problem ofadministrative organization in China, from then, research on new public managementis on the rise.It is undeniable that the research which concludes roles played byadministrative organizations in the in the economic and social development and itsrelationship with society, business and property rights plays an important role inpromoting the restructuring for administrative organizations and development of themarket economy.But during the process, people often ignore self-management ofadministrative organization, neglecting the research on internal management system,itis the absence that led to many current defects difficult to overcome emerged inadministrative organization.
This paper taken in the normative research and empirical research,macro-researchand micro-research and the research methods combined with historical analysis andstructural analysis,according to methods of multi-levels, static and dynamic toresearch administrative, analyzing the history and plight of reform in China'sadministrative organization.On the theme of “The harmonious management ofinternal administrative organization ”,taking the system innovation in harmoniousmanagement of internal administrative organization as a research object,planning tobuild an optimized, ordered and harmonious system of administrative organizations.
In the context of building a harmonious government, in view on the internalmanagement of administrative organizations,particularly the existing problems andshortcomings in internal management system,resorting to analysis tools asharmonious management theory and the theory of system, clearing system innovationways to reform of management in our internal administrative organizations.
On the basis of fully understanding harmony and harmonious management thinking,this paper elaborates the connotation on the internal harmonious management ofadministrative organization, deeply analyzing its elements and mechanism, pointingout its soul and the main line is that system harmony in the internal harmoniousmanagement elements of administrative organization is always throughout the theinternal harmonious management of administrative organization.The pursuit ofharmonious management in interal administrative organization is to achieve itsharmony in internal management systems. On this basis, according to the systemanalysis on harmonious management theory, putting forward the concept of systemharmony born by the combination between harmonious management theory andsystem theory, stressing to achieve the harmonious management in interaladministrative organization, we should establish institutionalized management systemas basis to seek the balance of institutionalization and humanity, incentives andconstraints, it is necessary to attach importance to the “double rules” od harmoniousmanagement theory and fully respect the theory and practical value of systemharmony to harmonious management in interal administrative organization.Inconclusion, this article clears the basic content of management system innovation inharmonious management in interal administrative organization,including three parts:
informal system innovation, system innovation and the implementary mechanisminnovation,and put forward system innovation plan, proposing to achieve the centraland local system innovation, stressing the coordination of core system innovation andsupporting system innovation to seek the parallel implementation of self-creativesystem innovation and referred system innovation. Finally, referred to the big-sectorinstitutional reform in 2008,outlooking the system creating on reform of managementin our internal administrative organizations.
